» Programmed Possession:
Laser screwdriver, much more ‘advanced’ than the Doctor’s own sonic screwdriver. It has several functions worked into it, although canon has only showed it doing two things. The first and basic function is as a weapon, firing an orangey laser at an opponent to kill them. The second is more complex, and will not come into play. It is likely that the device can function much like a regular screwdriver, as well as some of the ‘unlocking’ functions that the Doctor’s has.
He comes wearing a suit, strangely without any blood on it, and that is all.
» Abilities/Weaknesses:
First and foremost, the Master is a Time Lord, giving him a wide-variety of different abilities. He has a respiratory bypass system, making him very resistant to most anesthetics, as well as strangulation. He has two hearts, which if there is a dire need for it, a Time Lord can slow them down to the point where he can simulate death.
Time Lord minds are exceedingly different than that of human. They’re much larger and can retain a greater number of memories and extensive knowledge. It also comes with a lovely bit of species awareness, which means that he can sense when another Time Lord is alive and kicking, and be able to recognize them. It is possible for this sense to be blocked. Another extra sense is, of course, Time. He can see the various different timelines and how things should/shouldn’t be, though occasionally this is unclear.
Like others of his race, he’s a telepath. He can see into the minds of others through touching their temples (although not necessary in terms of Time Lords), and if his TARDIS was still alive, he would have a telepathic connection to it.
Time Lords are capable of regeneration, and on a ‘normal’ basis they are allowed this thirteen times, however, the Master has been an exception of this. Because of this, it is a bit vague regarding where he is exactly in his cycle. He is capable of staving off a regeneration, in which case he could die permanently.
He’s stronger and has higher stamina than humans, but he can still be knocked around just as much. He only needs to sleep rarely (unless he’s regenerated recently). Aspirin is incredibly toxic to a Time Lord, so much that even skin contact with it can be dangerous.
By no way is he immortal; damage even one of his hearts and he’ll likely regenerate. Other fatal wounds will also invoke this. There is a chance that he can fix the damage; he can force himself into a healing trance, allowing himself to recover from different injuries faster than he would normally, but it leaves him very vulnerable until his wakes.
At last is an ability more unique to the Master, that he has always been exceptional with: hypnotism. He has several methods for this, although in his newest regeneration it seems he uses his drumming (four beats) to aid in his manipulation attempts.
» Psychology/Personality:
The Master is in belief that one day, he will become ‘Master of All.’ He is constantly out to change the universe and shape it together again in the way he desires it, but these plans are often thwarted by the Doctor and his companions.
It is known by many that the Master is rather ‘obsessed’ with the Doctor. The Rani, in their early pre-war lives, pointed this out, and it has been revealed through his actions. The Master has at least once purposely pulled the Doctor to a place of his plots. It is possible that unless the Doctor is present, than the Master’s evil ploys have much less meaning to him.
When he was eight he was brought face to face with the untempered schism, and ever since he has heard a ‘drumming’ in his head, which he interprets as a call to war. While it was less noticeable in his early regenerations, after he had lost his TARDIS post-war, they became unshakable, to the point where they would induce headaches and at times leave him incapable of creating a complete thought.
The Master has a very difficult personality to read. He may come across as charming and trustworthy, but it is highly likely that he’s lying to get whatever it is he wants. He has no qualms about manipulating people.
His greatest of all fears is seeing the Doctor in malignant and mocking, god-like state. Heck, even just god-like terrifies him.
As a final note, the Master will (almost) never do anything that would destroy himself, unless he finds the alternative even worse.
» History:
Once upon a time the Master grew up on Gallifrey and was actually sane. As he grew that began to change. Much like the Doctor, the Master (known as Koschei at the time) did not see eye to eye with the rest of the Time Lords, wanting to change the universe for the better. However, those thoughts later became corrupted and while he still wished to change the universe, he wanted to shape it more to his liking, where he would be its master.
Between his start as ‘the Master’ and to the Time War, he was exceptional at rule bending, constantly finding ways to continue living and gaining new regenerations once again. He did eventually meet his ‘end’ and found himself within the Matrix (not that it kept him out of trouble).
Eventually during the Great Time War, the Time Lords resurrected the Master to fight – perfect for battle with his ruthless ways. They put him in charge of protecting the Cruciform, but the Dalek Emperor took control of it, and the Master ran as far as he could. He went to the end of the universe and made himself human, so that the Time Lords and the Daleks could never find him.
He was found on the Silver Devastation with a pocket watch that never seemed to work. As time went by, he found himself with the last of the human race on the planet Malcassairo, working with his assistant Chantho on a rocket that would bring them to a place called Utopia. He was called Professor Yana in this form. An old man working to do what he could, but the last stages of their work were not being successful. It was only until a group of outsiders came, amongst them a man calling himself ‘the Doctor.’ Yana immediately seized him, with hopes that the Doctor would be able to help him make his rocket fly.
His drumming was louder then, and different words were filtering through parts of his mind – the Doctor, the TARDIS, time travel. It’s only until the woman Martha Jones mentions something that makes him finally notice his watch and he can hear a voice whispering into his mind from it. He opens it, and reclaims his Time Lord essence – Yana, back to the Master.
From there, he locks the others out of the room and allows in the ‘Futurekind’ to the base, causing his assistant to threaten him at gunpoint, to which only pleases him (giving him reason to kill her), but she manages to fire. He escapes into the TARDIS, again locking the Doctor out, and then regenerates. Unfortunately as he makes his escape with the TARDIS, the Doctor secures the controls so that he can only travel between there and the last place the TARDIS had been (Earth).
Somewhere along the way he picked himself up a female companion, Lucy. He lays different ‘traps’ for the Doctor and Martha Jones, as well as creating the Toclafane from the people who made it to Utopia, and cannibalizing the TARDIS into a Paradox Machine. He becomes Prime Minister of Great Britain under the pseudo-name ‘Harold Saxon’ after creating the Archangel Network, using it to send a simple ‘suggestion’ to the people to ‘vote Saxon.’ He forges his past human life, and now in a position of power, he prepares the world for first contact with the Toclafane.
And so, the Master does what he’s best at: taking control. With the president of the States assassinated, the Doctor’s gang out of commission, and his machine singing, the Toclafane unleash upon Earth’s population.
The Master continues his rule for one year, joyfully torturing most of the Valiant’s crew and enjoying life as a ruler (finally). Over that time he prepares a fleet that will launch and take over the rest of the universe, as well as making Earth into the new ‘Gallifrey.’ He finds good ol’ would-be
While he talks about bringing a new order to the universe while the time counts down, that’s about when things go wrong, courtesy of Martha Jones telling him about what she’s actually been doing and the Doctor returning to power via the Archangel Network and the hope of the human race, becoming the Master’s greatest fear. Unable to do much against the Doctor, he teleports away along with him to the planet’s surface, determined to still make a win out of the situation. He threatens to blow up the whole planet as well as themselves. Unfortunately for him, however, the Doctor calls his bluff, knowing that the Master would never willingly kill himself.
They return to the Valiant (the Master rather unwillingly) after the Paradox Machine was destroyed and time reverses; he tries to make a quick escape, but dear ol’ Jack catches him. He encourages Francine Jones to shoot him, but the Doctor convinces her otherwise, and to his greatest dismay the Doctor decides that ‘keeping him’ would be best. It’s Lucy that shoots him, though.
The Master exclaims that the Doctor really doesn’t know him so well, choosing to hold off regenerating so that he dies. After all, the universe does seem to have ways at bringing him back. It’s only a matter of time.
And he finds himself in Taxon.
» Arrival Post (Third Person):

The Master sits holding his head up by a palm, expression bored, but his eyes amused. “Well then. City of Taxon, is it? I suppose it’s ‘charming’ enough in its own way, but I can’t say I’ve ever heard of it, which is quite the shocker. Who are the leaders here? How are things run? Wouldn’t mind a bit of transport out of here, either. Things to do, you know.” He suddenly grins, charmingly. “Any information at all would be absolutely lovely of course.”
» Additional Third Person Sample:
The Master stumbles forward, disoriented and quickly confused. He takes a moment or two to balance everything about himself – his mind, his body. That’s about when the memories hit him, flooding in around the drumming. This was not the Valiant; the Master designed that ship, he knew every last detail of it. So this? Where was it?
His last moments float to the surface. Trying to take over the universe, having his plans turned over courtesy of Martha Jones and the Doctor… Oh! And being shot by dearest, dearest Lucy. He should be dead right now. Oh, he does love being him. The universe could just not let him go now, could it? Even when he tried dying; he had no backup plan of his own, and this time there weren’t even the Time Lords to bring him back.
Finally, he wanders down the ramp, taking a careful assessment of the area and keeping alert for any hostilities. While he certainly could thank someone for ridding him of what he believed to be a very conspicuous bullet wound, the situation itself felt wrong to him.
In a distant corner of his mind he could at least sense the Doctor somewhere out in the universe, which was strangely a slight reassurance. It meant that something made sense right now. He died in the man’s arms, after all.
With a grin, he finds the tablet, picking it up in his hands and flipping it around to get a good look at it. Then he notices his new wristlet, fastened into his own skin, and almost in an instant his grin drops. “Well, that wasn’t there before,” he says to himself, forgetting the tablet completely in favor of this new device. “Let’s see if we can get rid of you, hm?” He was no one’s pet to mess around with – that sort of thing was his job. Someone had apparently decided that they had a higher right over him, and the Master was growing ill-amused by the concept.
When he later has settled in the so-called ‘Sanctuary,’ his attitude hadn’t improved. He sits off in his own corner, away from any pesky eyes, hunching over the wristlet (although taking another look at the tablet was tempting). Laser screwdriver set to a feasible setting, he tries to find the best way to remove the device, but to his great frustrations nothing seems to work. Irritated, he slips the screwdriver back at his side.
“How wonderful,” the Master grumbles, then stands and begins down a hall. “Might as well see what I have to work with this time,” he mutters with a sigh. He’s hardly about to play into the hands of whoever it was that transported him here, yet there must be something he can pick apart and shape to his use.
It’s time he figures out the meaning of this.

Psychology
1. Is it okay for your character's thoughts to be read/their mind to be probed?
It depends on who's doing it and under what circumstances; so ask me and we'll figure it out. In most cases, the answer is a no, or the most they would get is the drumbeat. The Master generally keeps his mind pretty well guarded, but in can change under the right situation.
2. Is it okay for any of your character’s intense/distressing memories to be seen/heard/read in this situation?
If the Master himself is distressed, it's possible. But again, please ask :D
3. What kind of mind does your character have? Are they disturbed at all? Are their thoughts ordered or jumbled?
Jumbled to hell. Incomplete thoughts and just overall disorganized to an outsider. Essentially his "drumbeat" screws with everything in his head. It might even hurt the intruder's mind, but that's debateable.
4. Is it okay for your character’s emotions to be sensed?
Yes.
5. Does your character have a weak or strong mind? Are they susceptible to influence or hypnotism?
Very strong. He's not easily suspectible to influence unless he's up against someone as skilled as he is.
6. Does your character have supernatural/mental fortification against mind-reading or telepathic communication?
As said above, on a normal basis the Master's mind has full defenses.
7. In the case of characters who are extra-sentient/psychic and can just 'know' things about people, can the muns of these characters use the powers of Wikipedia to get information about your character?
Ummm... tough one. I'd say no, but there might be some wiggle-room.

Yes! I often don't do them, so when they are, they'll be italics and pointed out in the narration, and definitely up for grabs.

If you can slam the Time War down his gullet somehow, than by all means, be my guest.

Yes, though they may be eliminated from his system quicker than some people.

TIME LORD PHYSIOLOGY. ...I'll come back to this.

Uh. I don't... think so.

Noticeably his two hearts. If you get close enough to feel his pulse, I guess.

Prooobably? Going to go with it'll probably depend, so just ask.

....depends on his mood. Greed, wrath, pride, maybe envy.
3. Could your character be glamoured (a form of mind control employed by vampires to make humans compliant/alter their memories etc.)?
Doubtful, but possible. Time Lords + magic = wtf
4. Can your character be effected by spells of any kind, and are there any specific types to which they would be immune?
He'd likely only have a high resistance verses mind-related spells, but that's all I can imagine.
5. Can your character's presence be sensed by characters with the power to read auras/pick up generalized vibes from people?
Yeeees?
6. If yes, what kind of stand-out things about your character can be sensed?
Generally speaking, the Master's vibes is pretty "collected." I suppose if he had an aura it'd be something... y'know... evil.
